Problem Tybetu i Tybetańczyków w rezolucjach Parlamentu Europejskiego
AbstractThe issue of Tibet and Tibetans in the European Parliament’s resolutions The European Parliament is composed of representatives of 450 mil-lions Europeans, elected in direct elections. The real influence of that in-stitution mainly depends upon its budget and legislative capacities; much less upon the relevance of Common Foreign & Security Policy (CFSP) pro-gram structuring in its work. Resolutions of the European Parliament regarding Tibet’s issues are much less restrained than statements of the EU Council and often reach deeper than similar documents adopted by parliaments of EU Member States. This stems from non-binding character of those resolutions and from various clashes occurring in the Community as to the profile of its policy towards the People’s Republic of China. Atti-tudes of Member States’ governments and of EU institutions are quite diverse, ranging from pragmatic to radical. The European Parliament is politically very active in the areas of human rights and fundamental free-doms. Its resolutions, that cannot be dismissed as having no political in-fluence, attract attention to China’s numerous violations against the Ti-betans. The Parliament wants to play more important role in the process of shaping and influencing the of EU’s foreign policy than provided for in the Treaties. In its resolutions the Parliament recommends preventive measures, urges Beijing to start dialogue with Tibetan Government in Exile, encourages the EU to undertake some kind of action to support such dialogue and finally expresses its disapproval or even gives warnings and alarms when necessary, doing it on the basis of resources gathered by Ti-betan organizations and supporting any efforts aiming at peaceful solution of the Tibetan issue.
