Skills shortages, emigration and unemployment in Poland - causes and implications of disequilibrium in the Polish labour market

Skill shortages in Poland are both complex and varied. A host of factors that operate singularly or in combination influence the causes, content and nature of these shortages. The characteristics of causes and implications of skill shortages in Poland are determined by the rationale of certain changes in the Polish economy (e.g. privatisation)  and may co-exist with high unemployment and labour outflow (emigration). The scale of skill shortages and levels of their diversity may be a cliché of the systemic transition in Poland.

The aim of this chapter is to scrutinize the apparently overlapping research problems of skill shortage, emigration and unemployment in Poland from both perspectives of causes and implications of disequilibrium in the Polish labour market and to present that there is no straight, vacuum relation (correlation) between skill shortages and outflow of people. Though, the paper argues that outflow of people (including seasonal, pendulum migration) is one among the set of factors, which have impacts on skill shortages in Poland and cannot be analyzed separately as ‘out scribed’ form the other factors.

In order to make the space for argumentation utilized, the structure of the chapter relates to the constellation of factors, which have been detected, in a inter-linking way, as those having impact on creation of skill shortages in Poland.

Part one of the chapter relates to the overview of the labour market adjustments and herewith challenges in Poland by tracking the processuality of the systemic transition in Poland.

Part two is about to grasp the concepts of structural mismatches, shortages, gaps as grounded in the theory, by approaching four main interpretations connected to: (1) turbulences in the economy; (2) lack of equilibrium in micromarkets; (3) mismatch of ineffective allocations of labour and (4) non-accelerating rate of unemployment (NAIRU) as connected to labour resources. Part two of this chapter also relates to the regional variations and divergence of labour market in Poland.

Part three refers to internal migrations and emigration after May 1st 2004 of Polish people.

Part four takes into insight the economic gaps as a cliché of changes and challenges in the Polish labour market, including analysis of barriers of growth of companies as reported by employers.

Part five is devoted to the synthesis of the set of factors identified across the analysis, causing skill shortages and their both short- and long-term implications for the Polish labour market.
