Multi-Level Administration and Local Self-Government in Poland

Abstract

The idea of the Polish legislator, to decentralize the state system and to allow the citizens to decide about the local communities was right, but it could not be based on the traditions of self-governance that are rooted in the rooted in the Polish history and society. From this point of view, the administration reform and the introduction of a dualistic administration can be held for failed and thoughtless. A more appropriate solution would be to liquidate the authorities of voivodes and to delegate their power to the voidoship self-government. Also the existence of counties, that do not have enough financial resources is groundless. If necessary they could be replaced by associations of municipalities. Finally, a false step was to replace the municipal boards by the one-man authority as village governors, mayors and city presidents, in particular to give them the fiscal power.
