Abstract

The profession of a social worker is regulated. University graduates in social work and the council of social service employees have the right to practice it. Furthermore, the lawmakers also admitted other groups, making the recognition of their qualifi cations contingent on criteria related to qualifi cations, such as the name of the degree course, the level, the specialization undertaken and the start and end dates of the education. These regulations restricted access to the profession and complicated the system of assessing the qualifi cations required for practicing it and for being promoted. Their justifi cation gives rise to doubts and creates problems related to the employment of personnel in the social welfare system.
