Abstract

The army and Pakistani intelligence agency, ISI, play dominant role in shaping Pakistan's regional strategy. This process has evolved historically and its roots lay in geostrategic security determinants of the Cold War Era. Currently, democratically elected government of Nawaz Sharif is practically excluded from shaping the country's foreign policy. This chapter aims at presenting the key elements of the army's strategic regional policy with special reference to Afghanistan and India. Significant rise of terror in Pakistan, a side effect of this policy, will continue to affect civil-military rivalry and shape security situation in the country. Is Pakistani military estabilishment ready to abandon its regional strategy based on supporting selected sectarian/Islamic outfits? Will Punjabi-based terrorism finally become a part of anti-terror activities conducted by the army and ISI? The military elites will undoubtedly take all measures to maintain its 'state within state' privileged position
